CITY OF HOPEWELL 2019 REASSESSMENT

 

HOPEWELL, VA.

The City of Hopewell is conducting its 2019 reassessment.  Under state law, the City is required to assess real estate at fair market value.  Sales information will be compared and reviewed throughout the reassessment process to arrive at the fair market value of residential, commercial/industrial, and exempt properties.

The City has hired Wampler Eanes Appraisal Group LTD, as an independent contractor, to reassess single-family homes. Appraisers employed by the contractor are inspecting the exterior of residential properties, gathering information to complete the reassessment.

The City and the contractor understand that in many cases the owner is not home at the time of the appraiser’s visit.  In these cases, the appraiser will leave a yellow door hanger giving the purpose of the visit and the appraiser’s phone number.

When someone is home, the appraiser will ask general questions about the property, for example:  When was the house built?  What is its heat source? Does it have a gas or wood burning fireplace?  Does the basement have any finished living space? During the inspection, the appraiser will check measurements, and note any improvements or other physical changes to the property.

Properties that are not in the contractor’s scope of work, such as income-producing residential properties, or commercial or industrial properties, may be visited instead by appraisers from the City’s real estate assessor’s office. When the owner of such a property is not present at the time of the visit, the appraiser will leave a green door hanger.

When appraisers are in the field, whether they are working for the contractor or the assessor’s office, they carry identification badges and drive vehicles with the City seal displayed on the driver and passenger doors. A new value will be established for each property effective January 1, 2019.  Notices of the new value will be mailed to every property owner after January 31, 2019.  An owner will have the right to appeal the new value, including to the board of equalization and the circuit court.
