Duties of the Treasurer

As the Office of the Treasurer we are accountable to the citizens and business owners of the City of Hopewell and strive to deliver quality customer service to each and every person. The Treasurer is an elected official responsible for the collection of local taxes and fees, the custody of and accounting for those collections, and the investment of city funds. The various types of taxes and fees we collect for the City include:

  • Real Estate Taxes
  • Personal Property Taxes
  • Business License and business-related taxes
  • Various Court, Sheriff and other departmental fees and invoices
  • Estimated and State Income taxes
  • Animal Licenses

The Treasurer’s Office is also responsible for the printing and mailing of annual real estate and personal property bills, monthly supplemental bills, and delinquent notices.

Important tax-related dates

Jan 1 Business Licenses and ABC Licenses go on sale; please apply with the Commissioner of Revenue’s Office.
Jan 15 4th quarter state estimated income tax payments (for prior year) are due.
Feb 15 Last day to pay current personal property, business furniture & fixtures, and public service taxes without penalty and/or interest.
Last day to pay vehicle license fees for vehicles owned or garaged in Hopewell as of January 1st.
Mar 1 Last day to renew business licenses at the Commissioner of Revenue’s Office.
Mar 15 Last day to pay all delinquent Personal Property taxes before collection actions begin.
Mar 31 Last day to pay for current year Business and ABC licenses at the Treasurer’s Office.
Apr 1 Last day to file real estate tax relief applications for persons over 65 or disabled; please apply with the Commissioner of Revenue’s Office.
Apr 15 Deadline for Federal Taxes.
May 1 Last day to file for State income tax returns;
1st quarter State estimated income tax payments are also due.
Jun 1 Applications are available to subscribe to the City of Hopewell Ride Savers Ambulance Program.
Jun 15 Last day to pay 1st half real estate and machinery & tools taxes without penalty and/or interest.
2nd quarter State estimated income tax payments are due.
Jul 31 Last day to pay for 2nd half business license payments (if applicable).
Sep 15 3rd quarter State estimated income tax payments are due.
Dec 5 Last day to pay 2nd half real estate and machinery & tools taxes without penalty and/or interest.

Payment Options

By Mail
Make check or money order payable to Treasurer, City of Hopewell and mail to:Treasurer’s OfficeP.O. Box 199Hopewell, VA 23860 Payment must be postmarked by the due date to avoid penalty and interest.

Drop Off
Use Drop Box across from the Police Department entrance, 300 North Main Street,Hopewell, Virginia.

Pay in Person
Pay at the Treasurer’s Office, 300 North Main Street, Room 109, Hopewell, Virginia, Monday through Friday, 8:30AM to 5PM. Please note that the Treasurer’s Office is closed on State holidays.

By Telephone
Call (844) 567-2505 and you will be prompted to enter information on your touch tone keypad. A service charge imposed by our service provider will apply. You will be required to enter your account (Property ID) number for personal property accounts and parcel number for real estate accounts located on the front of your bill.

Pay Online
Click “ONLINE PAYMENTS”. A service charge imposed by our service provider will apply. You will be required to enter your account (Property ID) number for personal property accounts or parcel number for real estate accounts located on the front of your bill. Please make your payment at least 2 days prior to the deadline to ensure payment is received on time.

THIS SERVICE IS NOT FOR HOPEWELL PAYMENTS FOR YOUR SEWER BILL. PLEASE GO TO www.hopewellpayments.com (see “Sewer Payments” below for additional information).

The Treasurer’s Office accepts payments towards taxes throughout the year. Those payments received before the bill date are considered prepayments and will be reflected in the balance due amount. Please contact our office at (804) 541-2240 for more information.

DMV Select
The City of Hopewell has partnered with the Virginia Department of Motor Vehicles (DMV) to provide selected DMV services in the City of Hopewell. By offering DMV Select at the Commissioner’s and Treasurer’s offices, customers can conduct many routine motor vehicle-related services at a convenient location. The following is a list of DMV Select transactions that are offered at Hopewell’s Commissioner’s and Treasurer’s offices:

  • Titles
  • Vehicle Registrations
  • Special and personalized license plate orders
  • Address changes
  • Voter registration application
  • Vehicle and driver transcripts
  • Trip permits, overload permits
  • Handicapped parking placards
  • Hunting & Fishing Licenses and Boat Registrations through Game & Inland Fisheries

Office hours for DMV Select are Monday through Friday, 8:30AM to 4PM and closed on State holidays. The website, www.dmvNOW.com, is available 24 hours a day, seven days a week. In addition, customers can use the mail or DMV’s automated telephone service at (804) 497-7100.

Sewer Payments
PLEASE NOTE: We do not process sewer bill payments at the Treasurer’s Office and any questions regarding your bill(s) should be directed to Hopewell Payments at (804) 477-8336. As an added service for our citizens, however, we will mail your sewer bill payment(s) to Fredericksburg (VA). We accept checks or money orders for this service (NO CASH PLEASE) and the daily cut-off for mailing is 3:30PM.
