Councilor Pelham is a native of the City of Hopewell. She graduated from Hopewell High School in 1972. She received her Bachelor of Science Degree from Virginia State University in May of 1977 and was commissioned a 2nd Lieutenant that same year in the United States Army. She served honorably for 12 years achieving the rank of Captain. Prior to leaving the military service, she received a Masters of Arts Degree from the University of Oklahoma. She returned to the City she loves, Hopewell, in September 1989. She began employment with the Hopewell Public School System (HPS) in 1990, serving as a Guidance Counselor at Carter G. Woodson Middle School. She currently is employed with HPS as an Attendance Officer.

Ms. Pelham past affiliations with voluntary organizations include: Past President, John Randolph Foundation, Hopewell Boys and Girls Club Advisory Board, Hopewell America’s Promise Chapter, Hopewell Youth NAACP. She has also served in the capacity as a member of the Neighborhood Watch Advisory Council. One of her most favorable organizations was the Ladies Smooth Precision Drill Team where she was the Founder and Co-Director. She is currently a member of the Fountain of Life Outreach Church. She has two lovely children Jacqueline Pelham Edmonds married to Elvin and James M. Pelham married to Starnell. She is the proud grandmother of nine grandchildren, Imani, Elvin, Alexis and Erin Edmonds; Antonio, Alena, and James Pelham; Shantell Pili and Kharan Wallace.
