The Community Development Block Grant (CDBG) Program authorized under
Title I of the Housing and Community Act of 1974, as amended, is a
federally-funded grant that is administered by the United States
Department of Housing and Urban Development (HUD). This grant is
awarded to entitlement communities on an annual basis in which the
amount of the grant is determined by a statutory formula.
National Objectives of the Program
The primary objective of the CDBG Program is to develop viable urban
communities by providing decent housing, creating suitable living
environments, and expanding economic opportunities principally for
persons of low and moderate income. CDBG funds can only be used for
activities which carry out at least one the following national
objectives:
1. benefit to low- and moderate-income persons;
2. aid in the prevention or elimination of slums and blight; or
3. serve an urgent need (results of an act of nature)
The City of Hopewell allocates its funds to address the following
housing and community development priorities: revitalization and
preservation of existing neighborhoods; rehabilitation and maintenance
of substandard owner-occupied housing for the elderly and low- and
moderate-income families; encouragement of homeownership opportunities
for low- and moderate-income persons; provide financial support to
reduce homelessness and those threatened with homelessness; improvement
of infrastructure including flood drain improvements, streets, parks
and recreational facilities in low- and moderate-income areas of the
city; and enhancement of public services for at-risk youth and low- and
moderate-income persons.
Application process
The Department of Development advertises the availability of funds for
the CDBG Program in the fall. Notices are sent to public and private
agencies on the mailing list or that may have some interest in the CDBG
Program. Request for Funding application packets are made available and
the application deadline will be announced at that time.
City Staff will evaluate each proposal on their eligibility under
federal program guidelines, their contribution to the goals and
objectives of the City’s approved Consolidated Plan, organizational
capacity, project feasibility, and past performance are also considered.
The City Manager will consider the recommendations of City Staff and
present the City Budget Package which includes the proposed use of CDBG
funds to the City Council of the City of Hopewell in March/April.
The City Council will hold a public hearing on the Proposed Use of
Funds in early April. All applicants are encouraged to attend and
participate at these public hearings. Notices of all public hearings
will be published in the Hopewell News. Please watch for these notices
to confirm dates and times of public hearings.
Adoption of the Consolidated Plan and its budgets will take place in
May which will be submitted to HUD by May 15th. The CDBG Program Staff
will conduct a workshop for all approved subrecipients to review
federal regulations and to prepare work plans and contracts for the
upcoming Program Year that begins July 1st. All approved subrecipients
will be notified of this meeting.
Eligibility
CDBG funds are awarded to public and private non-profit entities, City
departments, other public agencies, and for-profit entities to carry
out eligible housing and community development projects for residents
of Hopewell.

Eligible Clientele
Projects receiving CDBG funding must serve low- and moderate-income
persons (generally defined by HUD as members of a family earning no
more than 80 percent of the area median income).
The table below should be used to assist in determining client
eligibility. It shows the income limits as prescribed by HUD in January
2003 for median family incomes based on family size:

Citizen Participation
The City of Hopewell's citizen participation is an ongoing process and
includes two public hearings, meetings and discussions with other
jurisdictions, individuals, private non-profit providers, and
government agencies.
The City will inform non-profit agencies of the availability of funds
and advertise its request for funding applications for the use of funds
in the fall of each year.
A public hearing will be held to solicit public comments concerning
community development needs and the appropriation of CDBG funds for
each upcoming Fiscal Year.
