What is "Zero-Tolerance" policing?
"Zero-Tolerance" is a full-scale strategic attack on all crime and disorder in the City. In particular it focuses on the enforcement of "quality of life offenses" such as drinking alcoholic beverages in the street, urinating in public, panhandling, loud radios, graffiti and disorderly conduct. By quickly addressing and correcting these minor problems, the Department sends the message that more serious crime will not be tolerated.
When should you call 911?
When there is an emergency, lives are in danger, serious injury, serious medical condition, crime in progress, or any other situation needing immediate attention.
What should you do if you see a crime occurring?
- Call 911 immediately.
- Be observant and make mental notes.
- Are there any weapons involved?
- What is the address?
- Any physical characteristics such as height, weight, race, beard, or scars?
- Any clothing description?
- How many people involved?
- Are the persons involved on foot or in a vehicle?
Do I have to give my name when I call 911?
If you wish to remain anonymous or keep information confidential just tell the Dispatcher.
How do I employ off-duty police officers to work security for my activity/business?
Citizens/business owners may request to employ off-duty police officers to work security at any function/business by filling out and submitting the “Police Security Employment Form” to the Operations Bureau Commander or Patrol Supervisor. The request should be submitted no less than 21 days prior to the event to allow time to properly process and staff the request.
How do I get a copy of an incident report or accident report?
You may obtain a copy of an Incident Report or Accident Report at the Administrative Services Division at police headquarters. A photo ID is required. There is a fee of $2.50 for each report.
I think I have a warrant for my arrest. How do I find out?
You can confirm an outstanding warrant in person at the Dispatch Center at police headquarters.
How do I make a complaint?
A citizen complaint can be made in the following manner:
- In person at police headquarters
- In writing, addressed to the “Hopewell Police Department, Office of Professional Standards”
- Via the telephone, speaking with a supervisor

Must an individual identify themselves to report an allegation?
No, an individual need not identify themselves in order to report an allegation. However, if not identified, that individual must understand they cannot be contacted by the investigative unit for further information.
How do I become a Police Officer?
You must pass a medical exam, psychological exam, physical agility exam, background investigation, and character investigation. On the day you are hired you must be a United States Citizen, at least 21 years old, have a valid driver’s license without restrictions, not have been convicted of a felony and be a resident of Virginia.
