The City of Hopewell has various private utilities, which operate in
the City under franchise agreements. This agreement allows for
private utilities to be located within the public right-of-way and/or
easements. Each utility company is solely responsible for their
respective connections, disconnections, billing, and maintenance under
the permitting authority of Code Enforcement, Engineering, and Public
Works.

Residents and businesses are issued toters or bins for trash collection. For toter issues and repairs please call Hopewell Public Works at 541.2297. For trash pick up issues please call CVWMA at 425.0500 (this is NOT a long distance number).
The
City of Hopewell currently does not offer a residential recycling
program for pick up by household. However the city does offer in
conjunction with CVWMA four recycling centralized bins for the following items:

The
City of Hopewell additionally offers a City Convenience Center for drop
off of yard waste, large appliances, tires, and certain scrap that will
not go into the regular trash collection.
Hours of Operation are: Tues., Wed., and Fri 12:30 pm - 3:30 pm and Saturday 8:00 am - 4:30 pm The Convenience Center is located at 507 Station Street behind Fire Station #1.
The City's storm water collection network consist of over 50 linear
miles of piping and structures. This system, which includes
Hydrologic Units J15 & G03, is part of the James Basin within the
Chesapeake Bay Watershed. It is partially governed by the
Chesapeake Bay Act (via the City's adoption of the Model Ordinance),
the Virginia Strom Water Management Act (Title 10.2, Chapter 6, Article
1.1), and the Erosion and Sediment Control regulations (City
Code/Chapter 14).
