City proposes to amend CDBG Consolidated Plan 2020-2025

The City of Hopewell is proposing a substantial amendment to the Community Development Block Grant Consolidated Plan.  The Consolidated Plan outlines the goals and objectives for use of CDBG funds over the span of five years.  An Action Plan is prepared for each year of the Consolidated Plan, and details the purpose, objectives and projected outcomes for each funded activity.   Either plan is considered substantially amended when there is a change to an activity that exceeds $50,000.

The City proposes to amend the Consolidated Plan by adding the following goals:

  • Senior Services
  • Youth Services
  • Services for Victims of domestic violence, dating violence, sexual assault or stalking
  • Child Care Services
  • Neighborhood Cleanups
  • Food Banks
  • Public Infrastructure Improvements

Citizens are encouraged to review the Consolidated Plan and provide comments regarding the substantial amendment.  The 30 day public comment period begins on Wednesday, October 6, 2021 and ends Friday, November 5, 2021.

2020 CAPER

The City of Hopewell Department of Development released the Consolidated Annual Performance and Evaluation Report (CAPER) for the 2020-2021 program year. The CAPER provides narratives and detailed data reports of the projects/programs funded with Community Development Block Grant (CDBG) funds from July 1, 2020 to June 30, 2021. The CAPER is available for public comment from November 1 – November 16, 2021.
