Erosion & Sediment Control and Stormwater Management for Land Disturbing Activities

The City of Hopewell (City) implements a consolidated Erosion and Sediment Control (ESC) & Stormwater Management (SWM) Program in accordance with the City Code. The City Code incorporates, by reference, the provisions of the Virginia ESC and SWM Laws and Regulations.

Stormwater Management Ordinance; Chapter 14, Article IV

The City ordinances require that land disturbing activities that disturb 2,500 square feet or more obtain a City Land Disturbing Permit; and

Land disturbing activities that disturb one acre or more, obtain a City Virginia Stormwater Management Program (VSMP) permit. The VSMP Permit is the City’s authorization of coverage under the General Virginia Pollutant Discharge Elimination System (VPDES) Permit for Discharges of Stormwater from Construction Activities (VAR10).
